What is CARB Clean Truck Check?
California Air Resource Board's Clean Truck Check mandates that heavy-duty trucks traveling within California undergo periodic electronic emission inspections regardless of their origin. This applies both within and outside of California that travel on California roads.
Clean Truck Check (Heavy Duty Maintenance and Inspection Program - HD I/M) is an emissions reduction initiative targeted specifically at heavy-duty diesel trucks with gross vehicle weight ratings greater than 14,000. HD I/M's focus lies on heavy-duty vehicles such as heavy trucks and RVs which are among the major emitters.
All American Diesel & Fleet Services can perform the check for you. To learn more, contact us.
Test Technology for HD I/M: Onboard Diagnostics (OBD)
Approved OBD systems can collect emission data directly from the vehicle. They, then, share them with technicians via special equipment. Authorized HD I/M test technicians conduct the checks and then submit the results to CARB. Get OBD Heavy Duty Inspection and Maintenance Check with All American Diesel & Fleet Services.
Dates and Deadlines for Compliance
January 2025
Starting Jan. 1, 2025, all non-exempted vehicles will have to undergo an emissions inspection every 2 years. CARB accepts inspection results up to 90 days before the vehicle's compliance deadline.
January 2027
Starting January 1, 2027, fleets will be required to undergo four tests per year.
What Do Fleet Owners Need to Do?
1. Clean Truck Check: Identify your vehicles that must be compliant
The program will apply to all diesel, alternative fuel, and non-gasoline buses and trucks with a gross vehicle weight rating (GVWR) of more than 14,000 pounds. Only a few exceptions will be listed in the guide.
2. Subscribe to CARB's email alerts.
Subscribe to Clean Truck Check online updates to receive notifications such as when CARB releases the database and when compliance tests are required. By staying up-to-date, you can avoid missing any deadlines or have the most recent details about program implementation.
3. Submit Information and Payment.
You will be required to provide certain details when the CARB database is opened, including information about the fleet and individual vehicles as well as the DMV registration of the vehicle owner. Organize and collect this information in advance. Prepare to pay a fee per vehicle and submit the payment via the database. At this point, you will receive your certificate of conformity.
4. Prepare for periodic compliance tests in 2025.
Ensure that all your emission systems are functioning properly and that you have an established testing plan. If you do not have OBD systems, consider implementing them. Also, make sure to plan for maintaining your equipment and compliance in the near future. Future Testing and Ongoing Testing Needs
We test OBD-installed vehicles. In 2025, these vehicles must be tested twice per year. This requirement will increase to four times a year after three years. Motorhomes and agricultural vehicles on the road in California only require testing once per year.
Before a vehicle can be considered compliant, it must also meet certain other requirements:
- The vehicle must not be subject to any enforcement actions.
- There cannot be any outstanding recalls or emissions related to OBD.
- CARB must receive all vehicle and owner information.
- Owners must pay an annual fee to CARB.
- Owners must have passed a CARB compliance test.
